FiveLines operates and serves as secretariat of the REIMEI Initiative.
About
The REIMEI Initiative
The REIMEI Initiative is a global collaboration platform connecting experts and institutions in AI, cybersecurity, infrastructure protection, OT, cloud, data, regulatory policy, governance, industrial deployment, and related workforce development and transformation. It turns evidence generated through joint validation in near-real-world environments into technical improvement, policy dialogue, standardization and business decisions.
REIMEI links perspectives from North America, Europe, the Asia-Pacific and other regions, creating a two-way flow between experience from Japanese industrial settings and the regulatory and technical knowledge of participating countries.

Five Core Roles of REIMEI
Form joint validation themes
Bring together challenges from different countries and disciplines, and design cross-cutting validation questions and evaluation criteria spanning AI, devices, firmware, cloud, OT, data and regulation.
Connect international expertise to create opportunities
Link government, research institutions, companies, standards and policy communities, and security researchers so that knowledge unavailable to any single organization can inform the validation process, while also creating new opportunities for collaboration and information sharing.
Enable independent review and evidence creation
Document test conditions, decision rationales, results and residual risks in a form usable by leaders in business, government, insurance and research.
Create a cycle of improvement and revalidation
Return findings to developers and operators, supporting remediation, retesting and operational improvement as a continuous learning cycle.
Advance international dialogue and action
Translate lessons from validation into policy recommendations, research agendas, standardization discussions, joint product development, trust in international markets, and ultimately implementation.
Principles
Principles for Governance and Trust
REIMEI is not a substitute for regulators or certification bodies. Nor is it intended to promote a particular company’s products or produce predetermined assessments. It is guided by technological neutrality, verifiability, legal compliance and responsible information management.
- Public interest and neutrality
- Avoid preferential treatment of any particular company and assessments designed to reach a predetermined conclusion.
- Authorized validation
- Test only targets, scopes and procedures that have been explicitly authorized.
- Protection of sensitive information
- Segregate and manage data, vulnerabilities, logs and research outputs according to need and authorization.
- Responsible disclosure
- Handle vulnerabilities and serious findings in accordance with applicable laws and appropriate notification and coordination procedures.
- Transparent conflict-of-interest management
- Make affiliations, interests and involvement in assessments clear, and separate roles when necessary.
- Agreed treatment of outputs
- Base publication, quotation, logo use, intellectual property and secondary use on prior agreement among the relevant parties.

The role of FiveLines
As operator and secretariat, FiveLines supports the REIMEI Initiative by coordinating with the organizations and experts involved and by setting out its frameworks and conditions for participation.
Evaluative judgment
Validation and review are carried out independently by the participating experts. In its supporting role, FiveLines places great weight on the independence of evaluative judgment and on the management of conflicts of interest, separating roles where necessary.
