Bridging policy, security and technology to give international collaboration concrete form.
FiveLines coordinates initiatives involving security, international collaboration, and policy and regulation, and operates the REIMEI Initiative. Working with companies, public bodies, research institutions and experts, we set out the conditions for engagements involving sensitive information and design frameworks and programs for collaboration, helping initiatives take concrete shape.

How We Work
Depending on the matter, we give an initiative concrete form in three stages.
Clarifying the issues
We confirm objectives, stakeholders, constraints and whether sensitive information is involved, and set out the issues a decision depends on.
Designing the framework
We define roles, participation conditions, information handling and process, and design the framework or program for collaboration.
Coordinating with those responsible
We coordinate with the organizations and experts who carry out the work, so that each can advance within its own remit.
On education and talent developmentWhere needed, FiveLines designs education and talent-development programs. Lectures, training and exercises are delivered by Akatsuki and other organizations.
REIMEI Initiative
Our Role in REIMEI
FiveLines operates and serves as secretariat of the REIMEI Initiative, a global collaboration platform built around joint validation. We support its activities through coordination with the organizations and experts involved, and place great weight on the independence of evaluative judgment in validation and review, and on the management of conflicts of interest.
